Elevated Work Platform Training Toronto – Who Needs Training?

Training is important for anyone who will be working on or even around elevated work platforms, including those in supervisory roles. Elevated work platforms can cause serious or fatal injuries when used incorrectly. Many injuries are caused by crushing accidents, and EWPs tipping over or collapsing.

Elevated work platform training is required for industrial and construction projects when workers will be using EWPs. However, no matter what industry, to ensure the safety of everyone involved, anyone using aerial lifts/elevating work platforms must be properly trained before using machinery.

Employers must ensure that workers are adequately trained before using or working closely with EWPs. Improper use of aerial lifts can result in serious or fatal injuries. Many workers who use EWPs also legally must receive Working At Heights training. As of 2015, the Ontario Ministry of Labour, Immigration, Training and Skills Development requires training for workers who work on construction projects and use any of the following methods of protection:

  • travel restraint systems
  • fall restricting systems
  • fall arrest systems
  • safety nets
  • work belts or safety belts

Workers who use the above on construction projects MUST receive CPO-approved Working At Heights training before working at heights (Ontario construction sector plans 2017-2018).

EWP Risks and Hazards

Adequate training is essential when learning how to protect yourself and others from potential risks and hazards. EWPs qualify as heavy machinery and can be potentially deadly when misused. Some hazards include:

  • Being struck by moving equipment
  • Getting crushed between equipment and other objects
  • Exposure to electrical contact while operating a vehicle or equipment
  • Being struck by an inadequately secured load being lifted or moved
  • Being struck or crushed by equipment tipping over

Employers are responsible for ensuring that workers receive proper training so hazards such as the ones listed above can be avoided.

For Industrial Establishments

The Ontario Ministry of Labour, Immigration, Training and Skills Development provides the following list of specific requirements for using an EWP within industrial establishments.

  • (section 79 of Reg. 851): Before wearing protective equipment or devices (for example, fall protection equipment), workers must receive information and instruction on how to use and care for them.
  • (section 51(2)(a) of Reg. 851): An EWP or lifting device can only be operated by a competent person or by a worker who is accompanied by a competent person.

For Construction Projects

The MLITSD also outlines general duties for those working on construction projects and using aerial lift machinery.

As noted on the Ontario Ministry of Labour, Immigration, Training and Skills Development’s page on Elevating Work Platforms in Construction, employers are obligated under the Occupational Health and Safety Act (OHSA) and the Construction Projects Regulation to do the following:

  • Employers must ensure workers receive proper training in the use of fall protection systems at Ontario construction sites

  • Employers must ensure a competent person is appointed as supervisor [OHSA clause 25(2)(c)]
  • Employers must take every precaution reasonable for the protection of the workers [OHSA clause 25(2)(h)]
