Working At Heights Refresher Training Course

Did you know that Working At Heights training is valid for three years from the date the worker completes an approved training course with an approved training provider? After three years, a Working At Heights refresher training course is required by the Ontario Occupational Health and Safety Act (OHSA).

As of April 1, 2017, all workers must be trained on the new Working At Heights standard (extended to October 1, 2017).

There is currently a two-year transition period for workers who completed the fall protection training requirements set out in subsection 26.2(1) of Ontario Regulation 213/91 – Construction Projects prior to April 1, 2015. Ontario Ministry of Labour, Immigration, Training and Skills Development Refresher Training Course

The Ontario Ministry of Labour, Immigration, Training and Skills Development (MLITSD) requires workers to complete a CPO-approved half-day Working At Heights refresher training course after three years under the O. Reg. 297/13: Occupational Health and Safety Awareness and Training.

According to the MLITSD, workers do not need to re-take the training course if they change employers, as long as they are still within the three-year window from when they took their last Working At Heights course. An approved trainer must provide proof as soon as the worker has completed any Working At Heights training course.

Who Needs Working At Heights Training?

Ontario workplaces are divided into legislated sectors. Each sector is governed by sector-specific regulations that outline training requirements. Ontario Regulation 213/91 – Construction Projects governs construction work, including working at heights. Working At Heights training is mandatory for any construction project workers who use any of the following methods of fall equipment:

  • A travel restraint system ✓
  • A fall restricting system ✓
  • A fall arrest system ✓
  • A safety net ✓
  • A work belt ✓
  • A safety belt ✓

Why Working At Heights Refresher Training?

Working At Heights training and refresher training is required by the government. The government will penalize anyone who doesn’t comply with this requirement. However, there are other great reasons for workers to stay up to date with their Working At Heights training.

Working At Heights training is the easiest way to reinforce best work practices. It’s easy for anyone to fall into a rut, using the quickest or most familiar techniques instead of the safest ones. Refresher training reminds workers how important safety and proper practices are.

Who Needs Working At Heights Refresher Training?

Workers who need refresher training have been on the job for at least three years. This means they are likely to be more experienced workers and may be role models to others. Working At Heights refresher training can help transfer knowledge from worker to worker – if more experienced workers practice proper, safe techniques, others will too.

Even the most experienced workers need refresher training. On January 17, 2017, The Vancouver Sun reported: “An experienced worker grievously injured last week when a high wind apparently flung him off a third-floor construction site in Saanich has died.”

Unfortunately, this is not an uncommon headline. On January 30, 2017, CBC News reported that a construction worker in his early 40s died after falling 12.5 metres at a construction site. Working At Heights training is important for workers of all ages and experience levels.
