Part 1 Basic Training for JHSC Certification (The Basics)

This 3-day certification course provides in-depth training on the health and safety Joint Health & Safety Committee Certification Training (Part 1)law, hazard recognition, risk assessment, hazard control, accident and incident investigation techniques and an overview of prevention resources. The course is approved by the Ontario Chief Prevention Officer. At the end of the course you will still need to complete part 2 of the training to receive a JHSC certification. Any company that regularly employs 20 or more workers is required to create a Joint Health and Safety Committee.

Part 2 Basic Training for JHSC Certification (Identifying Hazards)

To take part in this process you need to have completed Part 1 Basic Training for JHSC Certification. In this course you will learn how to identify and develop a plan to control significant safety hazards specific to your workplace. Part 2 is required to receive your certification and status card. This training must be completed within 1 year of part 1 of the training to be valid.

What Are Joint Health and Safety Committees?

A joint health and safety committee is a committee of at least two persons, who represent the workers of a workplace. The objective of the committee is to identify health and safety risks at the workplace and bring them to the attention of the employer and assist in eliminating workplace health and safety risks.

Where Are Joint Health and Safety Committees Required?

A joint health and safety committee is required at each place of work that has over 20 employees or workers, construction projects that will last three months or longer and 20 or more workers, any workplace where designated substance regulation applies, any workplace that is under OSHA section 33 , and any workplace where the Minster of Labour mandates that one be established.

When Are Joint Health and Safety Committees Required?

There are no particular guidelines for how long an employer has to form a Joint Health and Safety Committee after a workplace reaches 20 employees. Failure to comply, though, could lead to penalties if your workplace was to be investigated.

What Are The Penalties For Non-Compliance?

Penalties can include an individual fine up to $25,000 and/or imprisonment up to 1 year. In addition, corporations can be fined up to $500,000.

The Ministry of Labour, Immigration, Training and Skills Development may prosecute any person for violating the Act or the regulations, or for failing to comply with an order of an inspector, a Director of the Ministry of Labour, Immigration, Training and Skills Development, or the Minister of Labour

[section 66(1)]. In deciding whether or not to prosecute, the Ministry takes into account factors including, but not limited to, the seriousness of the offence and whether there have been repeated contraventions or ignored orders.

Dates The New Training Standards Come Into Effect

April 30th, 2016 – JHSC members must have completed by their part 2 training to maintain their certification.
