Working at Heights Approved Trainers

If you are required to take Working at Heights training then you need to get it done by a training provider that has been approved by the Ministry of Labour, Immigration, Training and Skills Development’s Chief Prevention Officer.

The following outlines the various requirements that the Ontario government has set out in order for an organization to have Working at Heights approved trainers.

1. Follow the Legislation Requirements for Approved Trainers

Working at Heights approved trainers must adhere to all of the following relevant provincial workplace Acts:

2. Adhere to the Insurance Requirements for Approved Trainers

In addition to following all of the relevant guidelines in the Workplace Safety and Insurance Act, 1997, Working at Heights approved trainers must have “all necessary and appropriate commercial liability or errors and omissions insurance that a prudent person, carrying out activities similar to those of the approved training provider would maintain.

3. Provide Your Attendees with Course Information in Advance

Before your training begins, Working at Heights approved trainers are required to provide their attendees with the following course information:

  • The purpose, format, and content that will be covered in the approved training program. This should also outline the type and methods of evaluation as well as the requirements for completing the training successfully.
  • The process that you would need to follow in order to comment on the training that they are given.
  • The total cost to successfully complete the training course.
  • A list of any personal protective equipment or other types of equipment that you will need to bring to the training.

4. Meet Specific Needs of Your Attendees

In order to make sure that the training will meet the specific needs of each attendee, Working at Heights approved trainers are required to:

  • Oversee your registration process
  • Ask you for information about your specific learning needs
  • Ask you for any information about your specific learning accommodation needs if there are any

5. Meet the Requirements for Alternative Delivery Modes

If your training provider offers alternative delivery modes such as eLearning, blended learning, and distance learning, then these different modes must meet the requirements of the Working at Heights Training Program Standard. In addition, if there are eLearning components to the training, then these must follow the guidelines set out by the Chief Prevention Officer’s eLearning Instructional Design Guidelines.

6. Have Appropriate Training Program Materials

Working at Heights approved trainers must also provide you with training materials with the following criteria:

  • Easy to read and of a good reproductive quality
  • Free from defamatory statements and free from bias including but not limited to gender
  • A sufficient amount for everyone taking the course
  • Don’t infringe on copyright rules
  • Appropriate for your language and literacy level
  • Compliant with the Accessibility for Ontarians with Disabilities Act, 2005

In addition, any personal protective equipment or other required equipment for the training needs to:

  • Comply with the equipment-specific National Standards of Canada/Canadian Standards Association technical standards
  • Comply with the Occupational Health and Safety Act
  • Indicate the technical standard with which it complies by means of a decal or other means
  • Be regularly maintained and in good working condition
  • Must be marked as damaged or deficient if it is only being used for demonstration purposes

7. Provide Proof of Training Completion to Attendees and to the CPO

According to O. Reg. 213/91: Construction Projects, your employer is responsible to get a record of training from your working at Heights training provider. This record must:

  • Be a written training and instruction record
  • Be signed by the training provider
  • Include the worker’s name and the dates that the training was taken
  • Be made available if an inspector requests to see it

Working at Heights approved trainers need to provide you with proof of training

8. Have the Appropriate Working at Heights Instructor Qualifications

The instructors delivering your Working at Heights training need to have the following qualifications:

1. Technical occupational health and safety knowledge and experience obtained through at least one of the following methods :

  • “A professional occupational health and safety designation
  • Completed at least 30 hours of occupational health and safety training over the last two years
  • 5 years of recent occupational health and safety experience
  • A degree, diploma, or certificate in occupational health and safety from a recognized post-secondary institution
  • 3 continuous years of experience as a certified joint health and safety committee member”

2. A combination of adult-education delivery experience and knowledge of principles learned through at least one of the following:

  • “More than 100 hours of adult education delivery experience in the last five years,
  • A degree, diploma, or certificate in adult-education principles from a recognized post-secondary institution,
  • A professional training and development designation
  • Successful completion of an instructor training program based on adult learning principles.”

3. Knowledge of the approved working at heights training program topics obtained through at least one of the following:

  • “More than five years of recent delivery experience on the approved training program topic(s),
  • Successful completion of a train-the-trainer session for an approved training program as evaluated by the approved training provider, or
  • Successful co-facilitation of a minimum of two sessions of the approved training program as evaluated by the approved training provider”
