Why a Joint Health and Safety Committee (JHSC) Is Vital

While corporate safety certification is vital, internal compliance hinges on the active participation and training of your team. One of the most effective ways to embed a proactive safety culture, ensure regulatory adherence, and make sure your safety certificates are up to date is through the Joint Health and Safety Committee (JHSC).

What is a JHSC?

According to the Ministry of Labour, Immigration, Training and Skills Development, a JHSC consists of at least two certified individuals who represent both the employer and the workers at a specific workplace. Their primary responsibility is to identify health and safety hazards within the workplace and formally notify the employer.

When is a JHSC Required?

As per Section 9 of the Occupational Health and Safety Act (OHSA), a certified JHSC is required:

  • At any workplace with 20 or more regularly employed workers.
  • At a workplace where an order to an employer is in effect under section 33 of OHSA.
  • At a non-construction workplace with fewer than 20 workers, but where regulations concerning designated substances apply.

Note: Workplaces with 6-19 workers that don’t fit the above criteria are not required to have a full JHSC. However, under Section 8 (1) of the OHSA, they must still appoint a health and safety representative from amongst the workers who does not exercise managerial functions.
