Working At Heights – What You Will Learn
Ontario workplaces are divided into sectors under the Occupational Health and Safety act: Industrial establishments, mines and mining plants, health care and residential facilities, and construction projects. Each is governed by specific regulations that outline training requirements.
According to Ontario Regulation 213/91 – Construction Projects, Working at Heights is mandatory if you are a construction project worker and if you will use any of the following:
- Travel restraint system
- Fall restricting system
- Fall arrest system
- Safety net
- Work belt OR safety belt

The purpose of the Working At Heights Training program is fourfold:
- Strengthen workplace safety culture – By elevating the profile and importance of preventing falls from heights.
- Knowledge and Safety Practices – By providing workers who may be exposed to the hazard of falling with adequate knowledge about fall hazards and general safety practices to work safely at heights.
- Purpose and Use of Equipment – By providing workers who use personal fall protection equipment with sufficient knowledge about its purpose and use; and,
- Incident Reduction – By reducing the number of fall-from-heights incidents, injuries, and fatalities.

Working At Heights Training Cost – Why Take a Refresher?
The Working At Heights Refresher course must be taken 3 years following the initial Working at Heights training program. This is required in order to remain compliant with regulations given by the Ontario Ministry of Labour, Immigration, Training and Skills Development.
A refresher is subsequently required every three years as long as the participant wants to remain certified. You might want to plan ahead for that as part of your budget for total working at heights training cost.
As outlined by the Government of Ontario, “Working at heights refresher training reinforces key learning outcomes and will also keep learners up to date on any legislative, regulatory or equipment (technological) changes which may impact working at heights in construction.”
Any training provider that has been approved by the Chief Prevention Officer (CPO) to provide a working at heights training program can deliver working at heights refresher training.
Upon completion of the half-day course, your certification will be valid for another three years.

Here’s what you will learn during the Working at Heights refresher:
The Occupational Health and Safety Awareness and Training Regulation says employers are to ensure workers on construction projects successfully complete a working at heights training program if they are going to be using specified methods of fall protection while on the job.
As mentioned above, the working at heights refresher training is a module of the initial, 8-hour working at heights training program. Therefore, the minimum duration of the refresher training is three-and-a-half (3.5) hours of training delivery.
The practical component covers the following topics:
- Barriers and safety nets
- Personal fall protection equipment
- Anchor points
- Work positioning systems, work access and platforms
- Rescue planning
Additionally, the refresher includes a hands-on demonstration of equipment and procedures and a written test. Participants need to wear comfortable clothing and closed-toe footwear.
